No.  Of course, Ko Dan Ja who are not certified instructors may choose to attend a Ko Dan Ja Shim Sa event to take the Kyo Bom exam if desired; however, the TAC will also provide Regional Kyo Bom examination opportunities for this group of Ko Dan Ja.
